Why does president snow want to kill katniss

Katniss then has to pretend to love Peeta, and this love is shown to the public. Snow even taunts her with it, knowing the love is false. But he doesn't reveal it publicly, because he knows he can use it against her. By showing Peeta switching sides, and by having him be the one to kill Katniss, Snow will regain his lost power.

He will once again appear to be the man in charge. Part of this comes from the Quarter Quell, where Katniss to the public at least apparently abandons Peeta. It's also a massive personal and demoralising blow against Katniss. Even if Peeta fails, Snow hopes to break Katniss' spirit, and in doing so destroy her, and the revolution with it.

Snow knew that when Peeta was rescued Katniss would be so caught up in just being able to see him that her guard would be down. The second bomb goes off killing the wounded from the first bomb and any paramedics or loved ones that have rushed in with their guard down Peeta turns into a mutt and kills Katniss and catches Haymitch, the only other person at this point to also run in, by surprise.

Giving the lovers a chance to make it out together is a rule intended to enhance the tension of the show.

Changing it so they have to kill each other enhances the tension. Having them both die, however, wouldn't have worked, and shows the audience that the gamekeeper is no longer in control - the participants are. If they don't play the part of star-crossed lovers, the Capital audience will understand that Katniss and Peeta beat Snow. They were the ones, in that instant, who were in power. Snow can't exactly hide them away - they are critical celebrities now, and must appear regularly at functions.

If he can control their appearance and their relationship, though - including using them against each other - then he can stabilize the situation. As long as things can remain stable until he can legitimately eliminate them - in a special hunger games where the gamekeeper won't be so wishy-washy and will take needed action long before it becomes necessary.

Coin was the former President of District 13 and led the rebellion against President Snow and the Capitol. While she initially seemed in line with Katniss - especially with her promise to end the Hunger Games for good - it's gradually revealed her quest for power will see Coin stop at nothing.

Coin comes to realize she can't control Katniss either, though they must work together since Katniss is the rebellion's symbol. After Katniss' sister is killed Prim in a bombing raid she learns from the captured President Snow that it was Coin, not him, who ordered the bombs dropped.

Coin later gathered the remaining survivors of the Games and proposed they hold a symbolic Hunger Games that uses the Capital's children, in a bid to quench the people's desire for revenge.

Needless to say, Katniss is horrified by the suggestion and comes to realize that - just like Snow - Coin is ruthless and will do anything to hold on to power.
